How to deal with Outlook error 0x800ccc19

The error 0x800ccc19 denotes an issue in Outlook having problems
with certain file attachments in the incoming email(s) (or technically called MIME types)
while it is downloading it (them) from your POP3 mailserver (the incoming server), i.e. pop3.commentary.com.
In some cases, it means the download is stalled or stopped because
the connection to the server has simply gone or (i.e. connection lost);
or in other cases, it means that your anti-virus software has detected an error
in the attachment (usually a virus or a malicious script) and the anti-virus software
automatically blocks the download (in order to protect your computer from being infected).
Since your anti-virus will not communicate with Outlook whenever it blocks the download,
Outlook would presume that the connection is gone (and so produces such error).
Now, get yourself a cup of coffee because troubleshooting the issue will probably take some time.

Troubleshooting the problem
If you are using an older version of Microsoft Windows, the solution is
to download and install the Internet Explorer 6 Service Pack 1 (now as
part of Windows XP Service Pack 2 and Internet Explorer 7 for Windows XP and Windows Server 2003).
However, if you are using a more recent version of Microsoft Windows and the
problem still occurs, you might have to check the settings of
your anti-virus software and make sure you have both "Scan incoming Email"
and "Scan outgoing Email" turned off (at least temporarily during the troubleshooting).
Follow the steps below to turn off email scanning:
- Quit Outlook or Outlook Express.
- Start Norton AntiVirus (or your anti-virus software)
- Click Options. Look for the Norton AntiVirus Options dialog box.
- In the Internet section, click Email.
- Click to clear the "Scan incoming Email" and "Scan outgoing Email" check boxes.
- Click OK and close NAV.
Well, I know how unreasonable this may sound as the anti-virus is supposed to be there
for you as your computer's first line of defence. So by disabling the anti-virus
your computer will become exposed. My suggestion here is not to ask you not to scan
the emails using the anti-virus, but rather, leave the job to someone else, like Gmail.
What I meant here is that you can have Gmail configured to act as your mail program,
have it retrieve and scan the emails for you online (at Gmail's servers) while
your computer's anti-virus program does its one and only one job, and that is,
to protect your computer. Meanwhile, this will also make your computer runs faster too.
Getting rid of the issue for good
Debugging these errors is not only time-consuming but can also be very annoying.
If you are tired of all these troubleshooting, I would suggest that you
try using Gmail to receive email (instead of relying on Outlook). Please check

Special note on Panda antivirus
Thanks to Claes Bärnsten, it is also reported that certain versions of
the Panda anti-virus software is also constantly causing this problem.
Please check with your software vendor if you are unsure about this.
